My concern is not that a CFI lacks authority to make conservative safety decisions. My concern is the chronology, consistency, and communication surrounding how my solo-training authorization was handled.
I lost confidence in the objectivity of the process and would not personally choose to continue training with .
My review focuses on CFI Jose E. Capellan’s professional integrity, billing accuracy, communication consistency, and accountability.
Two separate invoices were corrected after I questioned the billed instruction time, for a combined total of $162.50. The documented record also shows how the written explanation for the solo decision developed from an initial recency-based reason into more detailed safety concerns after the scheduling disagreement.
Those records materially affected my confidence in CFI Jose E. Capellan’s professional reliability and form the basis of my personal review.

The initial written reason for denying another solo flight was that more than three weeks had passed since my previous solo. Specific August 29 flight-performance concerns were later cited after I questioned that explanation.
GEM Aviation later told me that endorsed students normally book their own solo aircraft through Flight Schedule Pro, which differed from how I understood the process while training with CFI Jose E. Capellan.
Two instructional billing entries totaling $162.50 were corrected and processed. Those records affected my personal assessment of billing accuracy and professional integrity.
My negative assessment is not based on an argument that CFI Jose E. Capellan lacked authority to stop further solo flight. It is based on my experience with how the decision developed, was communicated, and escalated.
